Leadership for Transformation and Sustainable Development
Muni University has officially launched the Muni University Institute of Leadership and Governance (MUILG), a strategic initiative aimed at strengthening leadership and governance across West Nile, Uganda and beyond.
Established under the theme “Leadership for Transformation and Sustainable Development,” the Institute seeks to equip current and future leaders with the knowledge, skills, vision and accountability required to promote meaningful transformation and sustainable development.
The launch, held at Muni University, brought together university leaders, government officials, political and cultural leaders, civil society representatives, development partners and students.
A Strategic Response to Leadership Challenges
The Institute was established in response to leadership and governance challenges that have affected institutional effectiveness, community development and sustainable growth within the West Nile region.
Speaking at the launch, Assoc. Prof. Simon Anguma, Vice Chancellor of Muni University, explained that the establishment of MUILG is one of the strategic outcomes of the University’s 2025–2030 Strategic Plan.
He noted that the University deliberately developed objectives that extend its impact into the community, with the Institute expected to generate ideas and interventions that make leadership and governance more responsive to the challenges facing West Nile.
Building Ethical and Accountable Leaders
Regional leaders welcomed the establishment of the Institute as an important step towards strengthening leadership capacity.
Mr. Moses Okuma Otim, Director of the West Nile Development Association (WENDA), pledged continued support for the Institute, emphasizing its potential to address leadership challenges within the region.
Similarly, Mr. Anyama William, LC5 Chairman of Moyo District, highlighted the need to nurture ethical, visionary and accountable leaders. He noted that the Institute would help strengthen both current and future leaders as well as governance systems that directly affect communities.
Leadership Through Innovation and Community Engagement
Development partners also highlighted the importance of innovation and community engagement in addressing the unique challenges facing West Nile.
Mr. Egibwa Sam Anguzu, Program Director at VNG, identified challenges including funding gaps, refugee influxes and inexperienced leadership. He expressed confidence that MUILG could contribute to local economic development, strengthen local government administration and support Uganda’s Vision 2040.
Ms. Anne Marie, Senior Programs Manager at VNG International, emphasized that effective community transformation begins with strong and self-aware leaders. She described leadership as requiring reflection, courage and personal transformation before leaders can successfully transform their communities.
Transforming Leadership Through Innovation
Delivering the keynote address, Prof. John-Mary Kauzya, a Ugandan governance and leadership expert and former United Nations advisor on public sector reform, challenged leaders to embrace transformational and sustainable leadership.
He emphasized that leadership begins with self-transformation and that meaningful change requires more than words—it requires action, innovation and strategic thinking.
He further stressed the importance of partnerships, community engagement, participatory governance, effective policies and empowerment in achieving sustainable development.
His message to the Institute was clear: “innovate or perish.”
University Council Pledges Support
Eng. Joel Aita, Chairman of the Muni University Council, reaffirmed the University’s commitment to supporting the growth and sustainability of the Institute.
He described its establishment as a commitment to the people of West Nile and beyond, with the potential to develop leaders capable of contributing to poverty reduction, improved education and stronger communities.
The University is also working with stakeholders to ensure that the Institute has a permanent home and the necessary facilities to effectively deliver its mandate.
Leadership Requires Participation
Representing the Minister for Local Government, Hon. Raphael Magyezi, Mr. Swizin Kinga Mugyema, Commissioner for Local Councils Development, emphasized that effective leadership must be practical and participatory.
He noted that leaders cannot depend solely on theoretical knowledge but must actively engage the communities they serve.
With many recently elected leaders being new to leadership roles, he highlighted the importance of MUILG in building their capacity to address challenges and navigate the unique social, human resource and cross-border dynamics of West Nile.
A Regional Hub for Leadership Excellence
The establishment of the Muni University Institute of Leadership and Governance strengthens Muni University’s role in advancing ethical leadership, good governance, innovation and sustainable development.
Through leadership development, research, partnerships and community engagement, MUILG is positioned to become a regional hub for nurturing ethical, innovative, visionary and accountable leaders.
The initiative reinforces Muni University’s commitment to transforming communities through education, leadership and innovation, while contributing to a stronger and more sustainable future for West Nile, Uganda and beyond.
